In my opinion, he has discharged his duties with diligence and fidelity during the six years I have been his predecessor and have held charge of the Public Works Department of this Colony. My predecessors have held the same high opinion of his services.

I certify that the pension which may be paid to the Applicant according to the Rules of the Colonial Service, amounts to four hundred and eight dollars and eighty-eight cents per annum, and I base my Certificate on the following calculation:---
The head entered the service on the 29th October 1865 and intends to retire on the 28th October 1880, on the completion of his 15 years service.
His average salary for the 36 months next preceding the date of retirement will have been $166 per annum, and an allowance of $120 is added to his emoluments as he has free quarters. He was never absent beyond vacation leave. He will thus be entitled to a pension of $408.85/100d of his salary and emoluments.
